SPRINGFIELD – Rosemary K Gahwiler Toland of Springfield, IL, passed away at 9:30 a.m. Friday, Sept. 4, 2009, at Memorial Hospital, Springfield, IL.
A memorial service will be held at 10:00 a.m. on Thursday, Sept. 10, 2009, at Christ Episcopal Church, 611 E. Jackson St., Springfield, IL. Visitation will be at 9:30 a.m. before the service. Rev. Dr. Gregory Tournoux is officiating. She will be laid to rest at Macon County Memorial Park, Decatur, IL, in a private burial following the service.
Rosemary was born on August 6, 1928, in Fairbury, IL, the daughter of Julius T. and Bernice D. (Dexter) Gahwiler. She married Rev. William L. Toland Jr. on August 25, 1962, in Carmel, IN.
She was a member of Christ Episcopal Church in Springfield, IL.

She was preceded in death by her parents and brothers, David, Gene, Robert (Anita), and John.
Rosemary attended Fairbury Grade School and was a graduate of Decatur High School. She received a bachelor of arts degree from Millikin University and a master of science in education at Eastern Illinois University, and she worked at Illinois Bell Telephone Company while attending college. After graduation, she taught elementary education in Mattoon, IL, until moving to Springfield. For 37 years Rosemary was the co-coordinator of CLAMPS for the Springfield Public School District. She received an Honorary Life Membership in the Illinois Congress of Parents and Teachers, was instrumental in the formation of programs for Title I, a program for disadvantaged children and families that became a model for the No Child Left Behind legislation enacted in 2006. She was responsible for assessments and data collection and many other social service programs for disadvantaged children and their families. In 1974, University of Illinois Springfield, published her paper Enhancing the Self Concept of Elementary Age Children. Rosemary’s unwavering dedication to children and her programs earned her the admiration of her colleagues in the Springfield School District.
She will be greatly missed by her family and fondly remembered by her many nieces and nephews for her holiday feasts, her in charge attitude with all of our fathers (her brothers) and most importantly always being there for us.
