Lawrence A. Bussard, 93, of Springfield, IL died from natural causes at 6:20 AM, Saturday, October 21, 2017 at Memorial Medical Center. He was born on August 24, 1924 to Herron and Mary Jones Buzzard at Bolar, VA. He and Constance Locher married on November 19, 1960 at Nativity Church in Dubuque, IA.
Mr. Bussard earned an Associates Degree from St. Charles College in Catonsville, MD. In 1949 he earned a Bachelor’s Degree from Loras College in Dubuque, IA. In 1954 he earned his Master’s Degree in social work from the Richmond Professional Institute of the College of William and Mary.

Mr. Bussard came to Illinois in 1949 to work for the State of Illinois, Department of Human Services where he was employed in a variety of administrative positions, which included four years as the Superintendent of the Lincoln Developmental Center in Lincoln, IL. After retirement he went to work for Springfield ARC and the Lutheran Social Services of Illinois. He was honored for his many years of work by having Lawrence Place, a home for those with development disabilities in Lincoln, IL, named for him with this dedication:
“In honor of Lawrence A. Bussard whose vision, planning, and dedication promoted the development of comprehensive services for the handicapped of Illinois.”

For the past twenty-three years he volunteered as a Red Coat Escort at Memorial Medical Center, and he also volunteered at the Dana Thomas House Sumac Gift Shop, clocking over 15,000 volunteer hours and walking over 17,000 miles.

He was a member of the Cathedral of the Immaculate Conception and an active and sustaining member of many cultural, educational, and civic organizations. He was a kind, decent, and generous man—a consummate gentleman—who strongly believed in service to others. He will be deeply missed.

Mr. Bussard is survived by his wife of almost 57 years, Constance Locher-Bussard of Springfield; three children, Anthony Locher Bussard of Waltham, MA, Marie Sarah Bussard and wife Sharon Hall of Bellingham, WA, and Martha Caroline Bussard of Kenmore, WA; one sister Jane Quarles of Richmond, VA, and numerous nieces and nephews.

He was preceded in death by his parents and two sisters, Elnora Liesfeld, and Wilma Lee Hodge.

There will be a Memorial Mass on Friday, November 3, 2017 at 11:00 AM at the Cathedral of the Immaculate Conception followed by a reception at the Sangamo Club.

In lieu of flowers, memorial contributions may be made to the Locher-Bussard Scholarship Fund at Clarke University, Dubuque, IA 52001, or a charity of the donor’s choice.
